Following are the conditions which must be strictly adhered to:
i.
Maximum of TWO (2) personnel allowed (HR and/or Finance only)
ii. Entry
ONLY FOR ONE DAY,
either on March 31, 2020 OR April 1, 2020.
iii.
Employer to issue an authorisation letter with
full name and IC. No of the
personnel and employer contact number for ease of verification.
iv. The personnel
must carry the authorisation letter with them at all times
for ease of movement in the event they are stopped by enforcement
authorities along the way.
v.
Strict action will be taken on any employer misusing this approval for this
very specific purpose.
2. Alternative Measure by MITI to Facilitate Endorsement of Preferential
Certificate Of Origin (PCO) During Movement Control Order (MCO)
Following the implementation of Movement Control Order (MCO) from March
18 to April 14, 2020 and the temporary closure of Ministry of International
Trade and Industry (MITI) services counter at Menara MITI and across its
state offices for the endorsement of Preferential Certificate of Origin (PCO),
MITI has come up with an alternative measure for Malaysian exporters to seek
endorsement of PCO under Free Trade Agreement (FTA) schemes except for
ASEAN Trade in Goods Agreement (ATIGA).
To facilitate Malaysian exporters, the PCO endorsement services would be
processed through the back office of MITI Headquarters in Kuala Lumpur and
its states offices except for MITI Malacca which will remain close. Please
adhere to the following process for the PCO endorsement:
A. PCO submission on every Monday from 9.00am-1.00pm
i. Company are required to put the CO in an envelope detailing company’s
name, address and number of CO submitted.
ii. The envelope containing CO must be placed according to alphabetical
order in the labelled box provided at the main lobby of Menara
MITI/state offices.
iii. Only complete CO would be processed by MITI.
B. PCO collection on every Thursday from 9.00am-1.00pm
i. Companies can collect the endorsed COs in the labelled box provided at
the main lobby.
C. Closure of MITI Malacca for CO
i. Submission via courier/postal services to either one of the followings:
- Pengarah
MITI Wilayah Johor
Aras 13, Lot 1-4, Bangunan TH (Tabung Haji), Jalan Ayer Molek,
80000 Johor Bahru; OR
- Pengarah Kanan
Bahagian Sokongan Perdagangan dan Industri
Kaunter Lobi Menara MITI, No 7, Jalan Sultan Haji Ahmad Shah,
50622 Kuala Lumpur
ii. Company is required to provide a pre-paid stamped envelope with its
own address for the purpose of returning CO.
Kindly note that the above exclude the manual endorsement of ATIGA which
will be processed via e-Form D for Normal, Back-to-Back and Third Party
Invoicing effective March 18, 2020.

3. Operation & Services of Royal Malaysian Customs Department (RMCD):
Important updates are as follows:
a)
Submission of SST Returns - The submission of any returns to RMCD
including Sales and Services Tax dated March 31, 2020 shall be extended
to April 30, 2020. Penalties that involve any returns that are submitted
before or on April 30, 2020 shall be given full remittance. Payment via
online or post is highly recommended.
b)
Customs Operations: All Customs services are operating as usual with
minimum of Customs officers. Any Customs related applications / renewal
shall be made online and attached together with any necessary supporting
documents via email. All clients are advised to call the nearest Customs
office for service advices.
c)
Import and Export Clearance: All goods are permitted to be imported /
exported during MCO subject to the Customs (Prohibition of Imports) Order
2017 or Customs (Prohibition of Exports) Order 2017.
d)
Movement by Licensed Manufacturing Warehouse: The movement of
goods from/ to Licensed Warehouse under Section 65 of Customs Act
1967 is subject the movement restrictions as stipulated under MCO. Only
essential goods with approval from MITI are permitted to be sold locally or
export.
e)
Preferential Certificate of Origin (PCO): The PCO under FTA is still
needed. Importer has to pay duty in full and get the refund once receive the
certificate from the authority of the counterpart.
f)
Operations in Free Industrial Zone - The application by company in Free
Industrial Zone (FIZ) to pay duty import equivalent to ATIGA rate for
finished goods and to conduct subcontract activities to foreign country can
be submitted to
shahada.shuib@customs.gov.my and
nurizzah.kassim@customs.gov.my. The movement of goods from/ to FIZ is
subject the movement restrictions as stipulated under MCO.
4. Import & Excise Duties Exemption to Hand Sanitiser Manufacturer
Import and excise duties exemption will be given to manufacturers of hand
sanitiser that are using raw materials which include undenatured ethyl alcohol
and denatured ethyl alcohol. The manufacturer is requested to apply directly
to Tax Division, Ministry of Finance as follows:
