SUPPORT FOR THE NATIONAL RESEARCH AND DEVELOPMENT SURVEY 2025 BY THE MALAYSIAN SCIENCE, TECHNOLOGY AND INFORMATION CENTRE (GI/11/2026)
The Federation of Malaysian Manufacturing (FMM) is reaching out to encourage your participation in the National Survey of Research and Development (R&D) 2025 (Financial Year 2024). This critical initiative is conducted by the Malaysian Science, Technology and Information Centre (MASTIC), under the Ministry of Science, Technology and Innovation (MOSTI), with UPM Consultancy & Services Sdn. Bhd. (UPMCS) acting as the appointed consultant.
2. The primary goal of this study is to gather comprehensive data on R&D activities and expenditures across all Malaysian sectors. This data serves as a critical instrument for the Government to:
a) Accurately measure the nation’s Gross Expenditure on R&D (GERD);
b) Formulate
high-impact policies and incentives designed to drive industrial innovation;
and
c) Ensure the
manufacturing sector’s contributions are properly recognised within the
framework of the New Industrial Master Plan (NIMP) 2030.
3. The data collection phase is scheduled to take place from April to August 2026. FMM wishes to emphasise the following safeguards for participating members:
a) Strict Confidentiality: All information provided to MASTIC and UPMCS will be treated as strictly confidential; and
b) Anonymised Reporting: Data will be reported only in aggregate form and no
individual company information or proprietary data will be disclosed.
4. Please be informed that participation in this survey is based on a strategic sampling frame derived from the Department of Statistics Malaysia (DOSM) and verified lists from various sources. Consequently, FMM members who have received this letter are strongly encouraged to participate, as your organisation represents a vital segment of Malaysia’s manufacturing sector. Your input is essential to ensure that the industry’s R&D activities are accurately captured and accurately reflected in the national statistics.
5. For your convenience, the online questionnaire can be accessed directly through the survey link embedded in this letter. We kindly request that the questionnaire be completed within the stipulated timeframe. Should your organisation require any clarification or technical assistance in completing the survey, the appointed consultant, UPMCS will be pleased to provide the necessary support throughout the data collection period.
6. Your cooperation and commitment to this important initiative will contribute significantly towards strengthening Malaysia’s science, technology, innovation and industrial competitiveness agenda. FMM therefore strongly urges all selected members to extend their full cooperation by submitting accurate and timely information to ensure the successful implementation of the National Research and Development (R&D) Survey 2025.
