Preliminary Determination of the Anti-Dumping Investigation on Imports of High-Carbon and High-Strength Steel Wires by Brazil
Reference is made to FMM Circular RC/17/2025 dated October 15, 2025, regarding the initiation of an anti-dumping investigation on imports of high-carbon and high-strength steel wires originating in or exported from Egypt, Spain and Malaysia.
The product under investigation is classified under the following Mercosur Common Nomenclature (Nomenclatura Comum do Mercosul, NCM) tariff codes:
- 7217.10.19
- 7217.10.90
The Department of Trade Remedies (DECOM) has issued its Preliminary Determination (PD) through SECEX Circular No. 57, dated July 7, 2026, which was published in the Official Gazette of Brazil on July 8, 2026.
The Preliminary Determination extends the investigation period to 18 months and includes a preliminary affirmative determination of dumping and injury to the domestic industry. However, no provisional anti-dumping duties have been imposed at this stage of the investigation.
