Implementation and Enforcement of Zero Discharge Policy (ZDP) by Lembaga Urus Air Selangor (SKLB/27/2026)
SB/27/2026Dear FMM Members in Selangor,
We wish to inform members of the notification received from Lembaga Urus Air Selangor (LUAS) on August 4, 2026 (Ref: LUAS.600-2/2/6 JLD12) regarding the implementation of the Zero Discharge Policy (ZDP) for industries in Selangor.
The ZDP, implemented by the Selangor State Government through LUAS, aims to minimise effluent discharge through wastewater reuse and recycling while protecting the State’s water resources. The policy is governed by the Lembaga Urus Air Selangor Enactment 1999 and the relevant regulations gazetted on June 20, 2024.
Compliance and Licensing Requirements
FMM members are advised to review their operations and determine whether their premises are subject to ZDP licensing requirements. Depending on their activities and discharges, premises may be required to obtain the relevant LUAS licences, including the Licence for Return Water Discharge (AK) and/or the Licence for Entry or Discharge of Waste and Pollutants (BP).
Members are reminded that failure to comply with licence conditions may result in a fine of up to RM10,000, imprisonment for up to six (6) months, or both. Failure to obtain a required licence may result in a fine of up to RM50,000, imprisonment for up to two (2) years, or both, under Section 59(2) of the Lembaga Urus Air Selangor Enactment 1999.
Members are encouraged to refer to the attached LUAS information materials for further details and guidance:
