Kuala Lumpur, June 15, 2021 – The Federation of Malaysian Manufacturers (FMM) has been
consistent in its call to the Government to expedite the vaccination of economic frontliners to achieve
the targeted goal to attain herd immunity to break the chain of Covid-19 infections. Therefore, we
greatly welcome the announcement on Program Immunisasi Industri COVID-19 Kerjasama Awam
Swasta (PIKAS) for the manufacturing sector by the Ministry of International Trade and Industry (MITI)
on June 12, 2021. PIKAS is launched under Phase 4 of the National COVID-19 Immunisation Program
(PICK) to accelerate the immunisation of the economic sector.
MITI has been tasked with the support of the private sector to coordinate this Public – Private
Partnership (PPP) immunisation initiative to provide speedier and effective Covid-19 vaccine roll-out
for the employees in the manufacturing sector. The Government will provide vaccine without cost.
However, interested companies are required to fully bear the administration costs for their employees.
Vaccination through PIKAS is implemented through two (2) models. Model 1 is vaccination at a
Common Use Vaccination Administration Centre (PPV) while Model 2 refers to On-site Vaccination
initiated by a company to be within a factory premise or at an approved location. Participation in PIKAS
is voluntary for both the company and the employee.
FMM stands committed in playing its part as economic frontliners in the fight against Covid-19, and
as part of our collective responsibility to support the Governments efforts, has mobilised our network
of FMM Branches nationwide since mid-May 2021 to gather the interest of manufacturing companies
to participate in such a PPP Model proposed by MITI earlier. This exercise generated interest from
over 1,200 companies nationwide comprising more than 180,000 employees with many more member
companies indicating interest to participate. Now officially launched as PIKAS, this programme is
timely for the manufacturing sector to finally being able to participate in an accelerated immunisation
programme.
FMM is encouraging members, especially SMEs, to choose Model 1 - Vaccination at Common Use
PPV because of higher clarity given that the cost has been fixed and the Common Use PPVs will be
operationalised soon starting from June 28, 2021.
To ensure that vaccines are administered to the masses within the shortest possible time, FMM is
also advocating the use of mobile vaccination units or vehicles to address the difficulties to transport
employees to and from vaccination centres. Mobile vaccination units can be established at industrial
areas where there is a high density of SMEs with smaller number of employees or in rural areas where
employees might have difficulty getting access to these vaccination centres. This will greatly assist
employees, especially from SME companies, to receive the COVID-19 vaccine.
