FMM PRESS STATEMENT: Covid-19 Vaccination Programme for Manufacturing and Related Services to Expedite Business Recovery

Kuala Lumpur, April 28, 2021. The Federation of Malaysian Manufacturers (FMM) welcomes the introduction of the Covid-19 Vaccination Programme for the Manufacturing Sector and Related Services Sectors to support the National Covid-19 Immunisation Programme in achieving its targeted goal of attaining herd immunity within the country in order to break the chain of Covid-19 infections.

The Ministry of International Trade and Industry (MITI) during a consultation session with trade associations and chambers of commerce on April 26, 2021 announced two models in the Covid-19 Vaccination Programme for the Manufacturing Sector and Related Services Sectors that have been agreed upon by the Ministry of Science, Technology and Innovation (MOSTI), Ministry of Health (MOH) and the Committee overseeing the National Vaccination Programme as follows:

  1. Public Private Partnership (PPP) Immunisation Model which is targeted at local and foreign workers from manufacturing and related services sectors based on the minimum threshold of 1,500 employees including contractors/vendors working onsite and are already registered on MySejahtera application for the vaccination either per company or per site (a group of companies within a location/industrial estate coming together). In line with the PPP model, the Government will cover the vaccine cost only while companies will have to cover the vaccine administration cost including management of company panel/public doctors (approved by Protect Health) and the Vaccine Management Centre according to Ministry of Health’s specifications.

  2. Private Immunisation Model (Special Request) for Business Travellers which is targeted at company employees either Malaysian or Expatriates (Employment Pass holders) and Board of Directors who have proof of importance of travel to be given priority vaccination for business purposes. Vaccination will be administered either by company panel (approved by Protect Health), Protect Health panel doctor or hospital/clinic identified by MOH, cost of which will have to be borne by the company. The Government will only bear the cost of the vaccine.

Companies interested to participate in either Model, will need to email the indication of interest to The Covid-19 Immunisation Task Force (CITF) – Manufacturing and Related Services comprising of MITI, MOH and MOSTI will assess each application for both models prior to giving a decision on the application including the next course of action.

At this point in time, we understand that MITI, MOH and MOSTI are finalising the mechanisms to expedite both these models including identifying the necessary infrastructure and logistic solutions as well as the costs to be borne by the companies participating in this programme.

We urge the manufacturing sector to do our part by supporting the
Covid-19 Vaccination Programme for Manufacturing and Related Services
for the well being of all and the economy as a whole.
