Effective February 19, 2025 – Total Ban on Heavy Vehicle During Peak Hours on Selected Klang Valley Highways

The Malaysian Highway Authority (LLM) has announced an expansion of restrictions on heavy vehicles entering selected highways in the Klang Valley during peak hours, effective February 19, 2025. This initiative, gazetted on October 21, 2024, is part of the Cabinet Committee on Road Safety and Traffic Congestion to improve traffic flow, particularly in the Klang Valley and Kuala Lumpur city centre.

The restriction applies to Class Two (vehicles with two axles and six wheels, except buses) and Class Three (vehicles with three or more axles, except buses)from Monday to Friday, between 6:30AM – 9:30AM and 4:30PM – 7:30PM,excluding public holidays. Exemptions will be granted for emergency and enforcement services, cleaning and waste disposal, and highway maintenance.

Restricted Hours

-   6:30 AM - 9:30 AM and 4:30 PM - 7:30 PM

-   Monday to Friday (excluding public holidays)

Restricted Vehicles

Class Two vehicles (2 axles and 6 wheels, excluding buses); and

Class Three vehicles (3 or more axles, excluding buses)

Exemptions

Heavy vehicles for cleaning, waste disposal, emergency services, enforcement services, and highway maintenance

Alternative Routes

  - Route 1: Heavy vehicles to/from Bandar Saujana Putra, SKVE, and WCE.
- Route 2: Heavy vehicles to/from Rawang (South), LATAR, MRR2, SUKE, Grand SAGA, and LEKAS.

Currently, while the law provides provisions for affected parties to apply for an exemption from the ban, there is no established mechanism for submission or clarity on which agency is responsible for processing the applications. As the ban on heavy vehicles is expected to have a significant impact on manufacturers, FMM has strongly advocated for its deferment and is requesting further engagement sessions with the Ministry of Works and other relevant Ministries and agencies to address the issue.
