JAKIM’S WITHDRAWAL OF RECOGNITION OF HALAL FOOD COUNCIL OF EUROPE (HFCE) (GI/28/2023)

1.   The Department of Islamic Development Malaysia (JAKIM) has withdrawn the Halal Food Council of Europe (HFCE) from the list of Recognised Foreign Halal Certification Body (FHCB) with effect from October 13, 2023. The circular was published on October 20, 2023 and subsequent interpretation was issued on October 27, 2023. Please refer the following website for the announcement:

2. Following concerns raised by the members, the FMM Malaysian Food Manufacturing Group (FMM MAFMAG) Halal Committee met with the JAKIM’s representatives on November 2, 2023 to seek clarification. At the meeting, JAKIM provided the following clarifications:

a. All products (finished goods or raw materials or intermediate products) with HFCE certification issued before or on October 12, 2023 will not be affected and the certificates are valid until its expiry date.
b. Companies that need to continue production due to contracts and commitment (based on order and clients’ request) may write to JAKIM and seek conditional approval to continue with the production with supporting documents such as contract, delivery forecast, etc.
c. Companies affected are required to get halal certification from other Foreign Halal Certification Bodies (FHCB) recognised by JAKIM.
d. Reinstation of HFCE – According to Clause 2 of Procedures for Appointment of Foreign Halal Certification Bodies, Sub section 3.4 (i) Compliance Audit:-

“The FHCB may re-apply for JAKIM’s appointment after six (6) months starting on the date of the notification letter and the HCB shall follow the process in 3.1 and 3.2 of the documents”

3. FMM MAFMAG Halal Committee is working with JAKIM in developing a “Frequently Asked Questions” (FAQs) to provide clarity and ease the industry’s understanding on the matter. In this regard, we would like to gather concerns / issues from the members with regard to this withdrawal.
