FMM Quick Survey on Proposed Fumigation Control Act 2026 by Ministry of Health (MOH)

The Ministry of Health (MOH) is consulting on the proposed Fumigation Control Act 2026 to replace the Hydrogen Cyanide (Fumigation)Act 1953. Under the proposed framework, fumigation service providers will besubject to stricter registration and safety requirements and will be required to submit a mandatory 48-hour online notice before carrying out fumigation works.

The proposed Act also introduces shared responsibility provisions, which may extend legal and compliance obligations to premises owners and clients, including manufacturers, importers, exporters, and shippers, where fumigation is carriedout at their facilities or for their cargo.

These changes may affect cargo clearance timelines, production planning, shipment schedules, operating costs, and potential legal exposure.

FMM is conducting a survey to assess these practical implications and to consolidate industry feedback for submission to the Ministry of Health (MOH). Members are kindly requested to complete the survey by February25, 2026, 12.00 noon. via the link below:
