Implementation of Certificate of Origin (CO) under the Second Protocol of the ASEAN–Australia–New Zealand Free Trade Agreement (AANZFTA)

Ministry of Investment,Trade and Industry (MITI) has announced the implementation of the Second Protocol of the ASEAN–Australia–New Zealand Free Trade Agreement (AANZFTA).

The Second Protocol to AANZFTA entered into force on April 21, 2025, introducing several enhancements to the Agreement. Among the key improvements are:

  • Introduction of additional types of Proof of Origin
  • Implementation of the Approved Exporter (AE) Scheme
  • Issuance of pre-printed Certificates of Origin (CO) through the ePCO system

Following this development, exporters will now be allowed to print the Certificate of Origin (CO) directly from the system using A4-sized white paper, removing the requirement to purchase pre-formatted CO books from FMM.

This new arrangement will take effect from March 11, 2026 (Wednesday).

Exporters who still have remaining AANZFTA pre-formatted Certificate of Origin (CO) books may continue to use them until May 31, 2026 by selecting the relevant option in the ePCO system. From June 1, 2026 onwards this option will no longer be available and all Certificates of Origin (CO) must be printed on A4-sized white paper.
