UPDATE 24/2021: Permission to Load and Unload Non-Essential Cargo at Factory Warehouse for Purpose of Import and Export from/to Ports and Airports during FMCO Period

Majlis Keselamatan Negara (MKN) on June 11, 2021 has agreed to allow all loading and unloading activities of non-essential cargo at factory warehouses which only involve deliveries and receiving of cargo or removal of cargo for the purpose of import and export from/to ports and airports from 8:00AM to 8:00PM every Monday, Wednesday and Friday during the Full Movement Control Order (FMCO) period. MKN revised Standard Operating Procedure (SOP) dated June 15, 2021 reflects this update.

The Ministry of Transport (MOT) has issued an updated SOP for Transport and Logistics and guidelines for loading/unloading on June 15, 2021. Key highlights of the SOP and guidelines are as follows:

a) The importer / exporter must get a one-off approval (as per Media Statement (Ref: Item 4) by Police DiRaja Malaysia (PDRM) on June 6, 2021) from the nearest Police Station to open the factory warehouse for loading and unloading activities with the following supporting documents:
i. Invoice, bill of lading, packing list etc must be attached as evidence of import or export shipment; and
ii. List of employees that will be involved in this activity.

b) The one-off approval by the PDRM is required together with the authorisation letter issued by the employer as proof of travel for work for this specific purpose. The employee must carry the authorisation letter along at all times in the event there is a check by enforcement authorities at factory premises.

c) Only 4 to 8 employees are permitted to carry out loading and unloading activities for one (1) container / conventional cargo. Additional 2 employees are permitted for every additional container that is received at the same time.

Members are once again reminded to strictly comply with the FMCO SOPs and practise COVID19 precautionary measures.
